    Food & Supplies Department initiated Computerization in the year 2001 and has made significant progress in implementing e-Governance Projects and use of ICT tools. Presently following e-Governance projects are in operation:-

    Departmental Portal

    The Departmental information portal http://haryanafood.gov.in is hosted at Haryana State Data Center (HSDC). Information as per Government guidelines is hosted at this portal and updated by a dedicated team on daily basis. Weblinks have been provided to various software applications like Procurement and Storage Management System, End to End Computerization of TPDS Operations, e-Budget, e-salary, Court Cases Information System, etc. There is dedicated web-page for every branch i.e. Procurement, Storage, Food General, Supply, RTI, Administrative branches.

    Email

    The Department has notified email as primary means of communication between Directorate and other offices vide office letter No. FG-2-Smart Card-2013/287 dated 09-01-2013. E-mail-IDs of all the Branch Officers, Branch Incharges and DFSCs have been created. There is qualitative improvement in exchange of information among various offices of the Department and it has enhanced efficiency.

    Procurement and Storage Management System (State Government)

    The system is a web based application with central database. This software has automated all procurement and warehousing related activities of Food and Supplies Department and other procurement agencies in the state. Concerned DFSCs are updating the data at field level and Storage branch and Procurement branch at Directorate are monitoring the online application. The project has eliminated redundancies in the manual system and helped to maintain up to date information related to Procurement and Storage and generate various report for decision making.

    Implementation of e-Budget, e-Billing and e-Salary

    e-Budget, e-Billing and e-salary is a web enabled application designed and developed by National Informatics Centre, Haryana State Unit. Application is keeping track of allocation and expenditures made under various heads and schemes.Budget and Account branches of the Department is using this application.

    Toll Free Consumer Helpline & PDS Helpline(1800-180-2087& 1967)

    One Toll Free Call Centre has been setup for PDS beneficiaries and State Consumers. The aim of the Helpline is to facilitate PDS beneficiariesregarding ration through Fair Price Shops and perform, facilitateand promote better protection of Consumers’ rights and interests with special reference to rural India. On this helpline guidance/advice PDS beneficiaries and to the consumers of Haryana is given if they face any deficiency in getting ration through FPS and in the purchase of any product/service from the market. It also makes consumers aware as to whom they should contact for the removal of deficiency. Docket number is generated for each call received. Where possible, the complaints are taken up with concerned Department/Company/Shop by the Consumer Cell. The complaint is closed after its resolution/disposal.

    Since its inception the Helpline has received 33784 calls (Up to 30th November, 2019) from the consumers. The calls related to Agriculture, Airlines, Automobile, Banking, e-Commerce, Education, Electricity, Food & Beverages, Health, Insurance, Legal Metrology, Petroleum, PDS, RTI and Telecom are received at helpline. The success rate in solving the complaints is 33736 (99.86%).

    Litigation Management​ System

    Litigation Management System is a web based application developed by NIC for the information related to Court Cases of the Department. This application software is operational since April, 2012. Legal Cell is main user of this application.

    Aadhaar Enabled Biometric Attendance System (AEBAS)

    In Compliance of directions issued by Secretary (E&IT), Haryana vide note dated 29.02.2019, 229 employees are registered and 2096 employees are active on http://hrfood.attendance.gov.in portal.

    Out of total 188 Wi-Fi tablets 116 are active. As on dated 17th November 2019 total of 1100-1200 (Approximately) employees are marking attendance on Aadhaar Enabled Biometric Devices.

    Anyone can check the presence of employees in Food and Supplies Department on Dashboard by click http://hrfood.attendance.gov.in/ . Technical Nodal Officer has created Nodal Report Viewer for all the Branch incharges of HQs and DFSC offices of the department. It is further stated that DCLM office has not initiated with NIC for separate Nodal officer of AEBAS for Legal Metrology organization.

    File Tracking and Monitoring System (FTMS)

    User-id and password of all the Officers and officials of the Department have been created. Training has been provided to all the officers and officials by the Master trainers of the Department. Internet connectivity has been provided to all the Computer users. Department has implemented FTMS in the Department w.e.f. 1st August 2016.

    CM Window

    The Chief Ministers Grievance Redressal System has been started in December 2014 in the State. The status of the complaints received in the Food & Supplies Department on this portal as on 17.12.2019 is as under:

    End-to-End Computerization of TPDS Operations

    COMPONENT-I

    Under End-to-End Computerization of TPDS Operations digitization of 9591 Fair Price Shops (FPS) and 243 Godowns including CONFED focal points has also been completed. 26,97,090 families/Ration Cards and 1,19,41,277 members/ beneficiaries have been digitized under NFSA. Aadhaar of at least one member has been seeded in 26,89,442 (99.7 %) ration cards and Aadhaar seeding of members/ beneficiaries is 1,17,81,905 (98.6%). During Aadhaar based de duplication around 15, 15, 000 duplicate/repeat Aadhaar were detected by NIC and the same have been deleted from PDS database on 10 May 2017. Process of Aadhaar seeding is in progress. The digitised data of beneficiaries is available online at https://hr.epds.nic.in/HRY/epds under MIS and Reports. Toll Free PDS/Consumer helpline number 1800-180-2087 and 1967 is operational. Transparency portal (http://haryanafood.gov.in/en-us/) and online grievances redressal system (http://164.100.86.247/hrgrams/) for PDS is operational. Online allocation and supply chain management has been implemented in the entire State from 01 Jan 2017.

    The process of eKYC for Aadhaar seeding of the beneficiaries

    In the eKYC procedure, the beneficiary whose Aadhaar was not seeded in PDS go for eKYC at FPS where he/she gives his/her Aadhaar no. for Aadhaar seeding in ration card and authenticate himself/herself by providing his/her biometric through POS machine. On successful authentication, the eKYC details (Aadhaar data except core biometrics) and ration card details of concerned beneficiary are sent to the concerned Inspector/AFSO for verification and approval/rejection on the ePOS portal using his/her login credentials and beneficiary can get his ration from any FPS in the State.

    COMPONENT-II

    FPS AUTOMATION

    The FPS automation was an important activity under Component-II of end-to-end computerization which involved providing PoS devices to all Fair Price Shops for online distribution of ration to the beneficiaries after their Aadhaar based bio-metric identification.The Govt. of India suggested three models for executing this project.The State Government had decided to install Point of Sale devices (PoS) through System Integrator in Build, Own and Operate (BOO) model. Automation of FPS launched in whole of State on 1st November, 2016 by Hon’ble Prime Minister.

    Automation put on hold for November and December, 2016 due to delay/ failure in Aadhaar authentication. During January to March, 2017, Hybrid model was adopted wherein the beneficiary was required to put the finger on scanner for 30 seconds. In case of failure of Aadhaar authentication, the system automatically switched over to offline mode. It was believed that delay/failure in Aadhaar authentication was due to gap in management of server by NIC. State decided to procure its own server to be used exclusively for TPDS.

    In the meantime, the infirmities of software loaded in the PoS devices as also software of the NIC were sorted out and system was ready for fully online application in March, 2017.

    Fully Online mode was piloted in District Ambala with Aadhaar being mandatory and the system worked smoothly. In the month of May, 2017, the fully Online-mode was extended to five more districts namely Panchkula, Kurukshetra, Kaithal, Bhiwani and Hisar. In these districts, not a single grain of wheat was distributed either offline or without Aadhaar verification. Beyond with the success in these districts during May, 2017, fully Online-mode was extended to another 10 districts in June 2017 covering almost 2/3rd of Haryana. Again, not even a single grain is being distributed either offline or without Aadhaar verification in these 16 districts. The remaining six districts have been covered in the month of July, 2017 making whole of the State totally online mode with Aadhaar being mandatory. Since then, not even a single grain is distributed without Aadhaar based biometric authentication.

    The Department has accrued savings of approx. 800 crores in wheat subsidy since the July 2017 to Nov 2019.

    Intra-State Portability

    The functionality of Portability has been provided at all the Fair Price Shops in the State. This enables the beneficiaries to collect their ration from any Fair Price Shop in the State after Aadhaar based biometric authentication through POS devices. Portability has ensured that now there is no need to frequently transfer cards to area where the beneficiary is staying and if only few members have migrated to another place within the State then under portability, members of the family can draw ration from any Fair Price Shop (FPS) in the State at different times. Therefore, Beneficiary need not wait in long queues. On an average, 20% of the availed ration cards collect their ration cards through portability each month.

    Inter-State Portability

    • Haryana and Rajasthan has been grouped under IMPDS (Integrated Management-Public Distribution System) in Cluster 5 for the launch National Portability.
    • IMPDS has already been successfully launched in the State of Haryana from October 2019, where beneficiaries from Rajsthan can also avail the facility of getting essential commodities from FPS located in Haryana. This will benefit beneficiaries living on the border districts of Haryana in districts of Sirsa, Fatehabad, Hisar, Bhiwani, Mahendergarh, Rewari, Mewat.
    • Under next level of reforms in PDS operations for national level de-duplication of ration cards/beneficiaries several suspected duplicate ration cards beneficiaries both witin the SWtate/UT (Inter-State) and with other States/UTs (Inter-State) for some States/UTs have also been identified (intra-State) and with other States/UTs (inter-State) for some States/UTs have also been identified.
    • By 1.1.2020 all 12 States will be grouped under one cluster whereby any beneficiary from these States can avail entitled ration from any of these State.

    Nominee Addition

    It has been observed that there are a few beneficiaries who are unable to go to the Fair Price Shops to collect their ration such as leper, sick and old beneficiaries. Also, there are beneficiaries whose finger prints are not very clear such as beneficiaries who are engaged in labour. These beneficiaries are unable to collect their ration from Fair Price Shop through Aadhaar based Biometric Authentication.

    To distribute ration to such beneficiaries, an exception handling process has been provided in Aadhaar Enabled Public Distribution System (AePDS). Such beneficiaries can nominate any person of his/her choice to collect ration on his/her behalf after Aadhaar authentication. 0.43 % of the beneficiaries have availed this facility.

    Best Finger Detection:

    In order to solve the problems of identification of beneficiaries whose finger prints are not very clear, the facility of Best Finger Detection (BFD) has been introduced. Also the facility of Fusion has been introduced to address the problem of difficulty in reading the finger prints, wherein the system prompts for second finger in case one finger is not adequate for identification.The rate of success Fusion is about 98% which has almost resolved this kind of problem.

    SMS Alert:

    SMS alert is sent to the Registered Mobile number of beneficiary after generation of truck challan at Godown and after distribution of ration through POS.

    CPGRAM (Centralized Public Grievance Redress and Monitoring System)

    All grievances relating to State Governments / Union Territory Administrations and Government of NCT Region of Delhi, are to be redressed by the State/ UT/ NCT Government concerned. Citizens are advised to take up matter regarding pendency of their grievance directly with the State Government concerned by login: http://pgportal.gov.in/.

    Human Resource Management System (HRSM)

    Haryana Government has decided to implement Human Resource Management System (HRMS) under which the personal information of each employee like Service Book, AnnualConfidential Report (ACR), promotion details, leave details and transfer are to be entered for timely disposal of the cases.

    Department has appointed Sh. N.K.Mittal, Deputy Director as Nodal Officer for implementation of the system.Feeding of employee data has been completed. Link of HRMS is available on the official website of the Department at http://hrmshry.nic.in/ .

    Legal Metrology

    Legal Metrology wing has been set up to ensure consumer protection against exploitation in transaction of commodities in respect of their Prices vis-à-vis Weights and Measures.
